In the Apostolic Constitution Indulgentiarum doctrina of 1 January 1967 we read: "The Church at this time has seen fit to introduce new elements and decree new norms with regard to indulgences in order to enhance the value of this practice and the esteem for it."
Norm 13 of the Constitution establishes this: "The Enchiridion indulgentiarum is to be revised with a view to attaching indulgences only to major prayers and devotional, penitential, and charitable works."
In obedience to the will of Pope Paul VI as expressed both through the Apostolic Constitution Indulgentiarum doctrina and through later enactments, this Apostolic Penitentiary has carefully seen to the compilation of
a new Enchiridion Indulgentiarum.
After receiving the report of the undersigned Cardinal Major Penitentiary at an audience on 14 June 1968, Pope Paul VI has on 15 June 1968 approved the new Enchiridion Indulgentiarum printed by the Vatican Press. He has ordered it to be the authoritative collection; suppressed are all general grants of indulgences not incorporated into the new Enchiridion as well as all the legislation on indulgences of the Codex Iuris Canonici, of apostolic letters, even motu proprios, and of decrees of the Holy See that are not included among the Norms for indulgences in this Enchiridion.
All things to the contrary notwithstanding, even those meriting explicit mention.
